EGP has developed new interactive tools for implementing Participatory Environmental Monitoring (PEM). The new Practitioner’s Checklist and Guide bring together lessons from real-world experience across multiple regions. They are available in English, Spanish and French.
PEM enables local communities and other stakeholders to collect information on the state of the environment and to apply data to hold governments and companies accountable. It has the potential to raise stakeholder involvement in the implementation of environmental laws and regulations. At the same time PEM can empower local communities and advance a rights-based and sustainable response to the challenges of mining. With PEM, disputes around the management of natural resources can be navigated earlier and more peacefully.
The Environmental Governance Programme (EGP) has focused on PEM as a tool to facilitate collective community participation and action in mining governance almost since the start of the programme in 2014. The new Checklist and Guide have been shaped by the first-hand experiences of EGP practitioners. Both products are designed to assist mining governance authorities and regulators, mining companies and local communities in setting up and implementing successful PEM initiatives. This process can support communities to engage more effectively in the environmental governance of mining, including in settings where PEM has not yet been tested.
The interactive checklist is structured across four steps that explain which tasks can be carried out while implementing PEM. To complement this, there are pillars to describe four aspects that need particular consideration while working through each step. Along with each step, there are examples to illustrate practical experiences with different participation levels through which local communities can be involved in PEM.
Key stakeholders include:
- Local communities impacted by mining
- Civil society organizations
- Local, regional, and central government ministries and agencies
- Mining companies and industry associations.
